Morocco climbs to 28th globally in Tax Transparency Index

Morocco has jumped to the 28th spot globally out of 105 countries assessed, scoring 55.7 out of 100 in the Global Tax Expenditure Transparency Index for its improved tax expenditure reporting transparency. 

The index was released by the Center for Economic Policy and the German Development Institute. The index ranks countries based on the quality and comprehensiveness of their tax expenditure reports, evaluating them across five key dimensions. 

 Morocco’s progress is due to its consistent publication of tax expenditure reports and their easy accessibility online. 

The inclusion of supporting documentation on official platforms has particularly contributed to its improved score in public availability, earning a strong 13.3 out of 20 points.

Morocco also achieved positive results in the institutional framework, scoring 12 out of 20. This reflects improvements in the laws and regulations governing the preparation and review of tax expenditure reports. 

A strong institutional framework is important for ensuring transparency and accountability. It strengthens the connection between reports and legislative bodies, allowing parliaments to effectively monitor tax expenditures and assess their impact. 

However, Morocco’s performance in the methodology and scope dimension was below average, scoring 9.8 out of 20. 

While Morocco has made efforts to include all types of tax expenditures and use clear calculations for lost revenue, there’s still room to improve the methodology and broaden the scope of its tax expenditure reports.

Morocco’s tax expenditure reports have demonstrated a good level of transparency and detail, scoring 15 points in descriptive data. 

These reports effectively explain the nature of tax expenditures, outline their policy objectives, and identify the specific groups benefiting from them. 

Morocco scored only 5.6 out of 20 in the dimension of expenditure evaluation. This indicates a need for more in-depth studies on the economic and social impact of tax expenditures.

Regionally, Tunisia topped the list with a global ranking of 22 and a score of 58.9, followed by Mauritania in second place (32nd globally) with 54.4 points. 

Algeria recorded the lowest score with 19.2 points out of 100, ranking 104th globally.

Globally, South Korea led the rankings with a score of 76.1, followed by Indonesia in second place with 73.4 points, and Canada in third place with 70.7 points. Germany ranked fourth with 69.3 points, and France fifth with 68.7 points.
