Morocco tackles tax misinformation amid voluntary regularization push

Morocco’s General Directorate of Taxes (DGI) has launched a voluntary regularization campaign to encourage taxpayers to declare previously undeclared income before Jan. 1, 2024. However, misinformation spread by social media influencers has sparked widespread panic, underscoring the country’s need for a stronger tax culture.

The DGI’s campaign, aimed at rectifying the fiscal status of taxpayers, has been distorted by online claims. Influencers, motivated by financial gains from sensational content, have shared inaccurate allegations, including a “new tax on bank accounts” and “bank account seizures in 2025 without notice.” They have also urged people to avoid depositing money in banks.

In a statement addressing the issue, the DGI clarified that the regularization process applies to undeclared assets and income in Morocco, including liquid assets in bank accounts, cash, non-professional property acquisitions, and loans to third parties. Declared amounts will be subject to a 5% contribution and will not be considered in future tax audits or income evaluations under Morocco’s General Tax Code.

While the government has worked to expand the tax base and improve collection efficiency, experts say Morocco faces a chronic issue of low tax compliance. Social psychology professor Azzedine Mehiaoui attributed this to a lack of public trust in government institutions.

“Citizens often believe their taxes are not reinvested into improving public services or societal development,” Mehiaoui said. He added that attitudes toward taxation vary widely, with some viewing it as an undue burden and others as a civic duty.

Mehiaoui also noted that “fiscal citizenship” is an absent concept in Morocco, where tax evasion is often socially accepted.

The government has emphasized that revenues from the regularization campaign will support national priorities, including infrastructure development for the 2030 FIFA World Cup, combating inflation, and funding social protection programs.
